How can I get a Visa electronic card in Italy(pavia)? what is Elv Card?

I have a card from banca popolare. I dont know it is good for buy in internet or no?

ELV stands for Electronic Lastschrift Verfahren:

Anyway all banks issue cards suitable for buying on the internet; the easier way is going to a post office and asking for a PostePay card.
